Charles Horn is a senior data scientist in the Core for Precision Resource Utilization (CPRU) at Penn Medicine, where he focuses on enhancing health care delivery through advanced data analytics. Using machine learning and agile methodologies, he collaborates closely with stakeholders and the CPRU team to validate data, refine objectives, and develop innovative solutions.

Charles earned a PhD in neuroscience from Kansas State University, conducting research at the Monell Chemical Senses Center in Philadelphia. He then completed a postdoctoral fellowship at Columbia University and obtained an MBA from Drexel University. He previously served as a professor in the Department of Medicine at the University of Pittsburgh, where he researched the application of machine learning in biomedical devices. Charles also has industry experience: Before joining Penn Medicine in 2023, he applied predictive analytics to the U.S. pharmaceutical market as a senior data scientist at ICON plc.
